HOW TO QUALIFY

1 Parents must be Baltimore City residents

2 Children must enter K—3, Fall 2002

3 Children, entering grades 1—3 Fall 2002, must currently be enrolled in public school. Children coming from private or public pre-school are welcome to apply. Children, whose siblings are in private school and are entering kindergarten fall 2002, may apply.

4 Refer to the chart below on income eligibility.

    Income is determined by the following:

    Estimate your adjusted gross income that will be reported for 2001 to the IRS on Form 1040 or Form 1040A. Married couples filing separately must combine both incomes.

    Because your tax return is not due until April 15, we ask you to estimate your household income based on the final payment stub from your employer. Additional income from the following must be added: AFDC/ADC/SSI/food stamps/Section 8/Other public assistance/child support/alimony. If you do not file taxes, add together all income from AFDC/ADC/SSI, etc.

    This form is a scale that will determine whether you qualify for the program. Once your name has been drawn as a winner, you will be required to submit your tax return for 2001 in May to determine the percent of tuition assistance - 25%, 50%, 75%. At that time, you can decide whether to accept the scholarship to enroll your child in a private school.

QUESTIONS & ANSWERS

Q Do grades and test scores have any affect on who receives a scholarship?

A No. If you meet the income eligibility requirements and have children entering grades K—3, you qualify for the CSF scholarship drawing.

Q How long is the scholarship?

A The scholarship is offering four years assistance.

Q Is it for one child or more than one?

A If you win the lottery, you may enroll any children in your household who are claimed as dependents on your tax return, who are entering K—3 rd grade, and who are presently attending public school.

Q If my child wins a scholarship, will he automatically get into the school of my choice?

A Not necessarily. Even if your child receives a CSF scholarship, individual schools may have additional admission requirements. CSF will work with scholarship recipients to identify private schools in their community.

Q Does the scholarship pay the entire cost of private schools?

A No. Scholarships generally cover between 25%—75% of tuition depending on family income up to a cap of $1825 per year per child. Parents are responsible for the remaining tuition and fees.

HOW TO APPLY

Parents/Guardians should follow these steps:

1 Either: a) Fill out and submit the electronic application form online or b) print it (8.5" X 11", portrait, margins 0.5", no headers, no footers), fill it out manually and mail it as soon as possible to Children's Scholarship Fund Baltimore, 2604 Sisson St. Baltimore, MD 21211 or fax it to (410) 366-5416.

2 Only one application should be filled out per family. A single application will register all eligible children in the family as candidates to receive scholarships.

3 The drawing results will be announced sometime in early March, 2002. To be eligible, applications must be received before March 15, 2002.

4 Parents are responsible for enrolling children in the private school of their choice – CSF will pay a portion of the tuition directly to the school.

Based on 2001 Household Income

A. Calculate your family size. Your family size includes yourself, your spouse, if applicable, all children under 18, and family members who live with you and for whom you claim financial responsibility.

B. Calculate your total household income. Total household income is your income and the income of your spouse, if you are married.

C. Compare your family size with the matching "Maximum Eligibility Income." If your household income is below this amount, your family may qualify for the scholarship program.

The Children’s Scholarship Fund was created to expand education opportunity for low-income families. Working with community organizations nationwide, CSF provides tuition assistance to help disadvantaged children gain access to the elementary and secondary schools of their choice.
